Now while the zombies are trying to kill you, bring up your perk menu (ESC I believe). Matter of fact, put yourself into a single player game. Then scroll though the processes and find KillingFloor.exe (It is probably near the bottom). From here you need to tab out of Killing Floor, go to Cheat Engine, and click the select process icon (as I'm sure most of you know). Then open Killing Floor in which ever way you do. Once you have your Cheat Engine, open it up. For those playing single player only, via LAN, Hamachi, or Garena (which I do) this will be fine. I think one of the problems they are having is that they cannot trace perk hackers as it's so easy to do and the fact that you can play KF while offline and level your perks is kind of a free hacking ticket. This is up to you and I take no responsibility. However I am pretty sure you will be safe if you play it in offline mode on single player and just level up the perks, and then go back online.
